South Korea has said it could not determine whether the shooting death of a southern tourist in North Korea was accidental.
The fact-finding commission chief Hwang Boo-gi said his team could not resolve numerous questions surrounding the July 11th shooting because the North refused to allow investigators into its Diamond Mountain resort.
North Korea said an army guard shot dead the South Korean woman after she entered a restricted military area and ignored a warning to stop.
But South Korean officials and media still questioned other details of the North's account.
And the decade-old mountain tour program has been suspended by South Korea in response.
Yoon Man-jun is the head of Hyundai Asan, the South Korean tour operator of excursions to Mt. Kumgang. He expressed his regret after being questioned by police.
"I believe it was our carelessness that caused all of these incidents. We will restart Diamond Mountain Tour after every security measure is strongly considered."
