ASEAN nations failed to make progress during a lunch meeting on Tuesday, which aimed to help end a border dispute between Thailand and Cambodia.
The two countries are locked in a military standoff over land near Preah Vihear temple, an ancient religious building that was recently declared a World Heritage Site.
Bilateral top-level talks Monday in Thailand failed to produce a consensus on the military standoff near their border.
But the two sides agreed to avoid future violence.
After the meeting, most ASEAN nation members have expressed hope that the two sides will find an amicable solution to the issue.
One of them is Indonesian Foreign Minister Hassan Wirajuda.
"As we urge both parties to exercise restraint, ASEAN has an agreement with Cambodia and Thailand to develop contact groups, at least we have a mechanism to help both parties to address this sensitive issue."
The minister said at the initial stage, the Security Council would ask ASEAN to play a role. The Cambodian foreign minister Hor Namhong also asked ASEAN on Tuesday to intervene and find a peaceful solution to the dispute.
But some insiders say Thailand wants to deal with the problem bilaterally and does not want ASEAN to get involved.
