Chinese President Hu Jintao, the chairman of the Central Military Commission, has promoted three senior officers of the People's Liberation Army to the rank of general. It's the army's highest peacetime rank.
At a ceremony in Beijing, Hu Jintao made Liu Zhenqi, Huang Xianzhong and Fan Changlong Generals. Liu Zhenqi is the General Political Department vice director, while Huang Xianzhong serves as the Shenyang Military Area Command political commissar.
Fan Changlong is the Jinan Military Area Command commander. The PLA's top officers, including the Central Military Commission's vice chairmen and commanders of the Navy, Air Force and Second Artillery Corps, attended the ceremony.
