The 7.2-magnitude earthquake that hit Japan's northern prefecture of Iwate on Saturday morning has killed 10 people and injured more than 260. Thirteen others are still missing.
Work continued Sunday in the quake-hit areas to rescue people and clear roads.
Prime Minister Yasuo Fukuda said the government was mobilizing troops and police and doing its utmost to find the missing and rescue and treat the injured.
"Our most important task is to save as many lives as possible, and we are doing the best we can."
More than 200 aftershocks have occurred since the main earthquake.
The earthquake has caused several major landslides, at least one bridge to collapse and some roads to buckle. More than 200 people remained stranded as of Sunday and were gradually being evacuated by helicopter.
Meanwhile, train services and water and electricity supplies have been restored to most areas.
The quake was located about eight kilometers underground and was felt as far away as Tokyo.
