Cell phone recycling reponse not encouraging

Discarded cell phones are harmful to the environment, so China Mobile has been encouraging people to put their old phones in recycling boxes around the country. But the response has not been encouraging.
Most cell phone users prefer to sell their old phones or parts on the second-hand market.
This green box has been placed here conspicuously for quite a while to recycle abandoned cell phones and their parts. But there's nothing in it at all. Other China Mobile recycling boxes have met the same response. So why are people not using them?

A cell phone user said, "My old phone cost a lot. I'm going to replace it with a new one, but selling the old one will save me some money."
The second-hand market has its own problems, and some recycled phones are dressed up as new ones. Some are calling for the government to regulate cell phone recycling, to deal with problems in the market, allocate resources more efficiently.
